Virginia law
requires the owners of dogs four months or older to obtain a license for the dogs annually. The
Richmond City Code
also requires the owners of cats four months or older to obtain a license for their cats.
Local veterinarians are required by the
Code of Virginia, §3.2-6529,
to provide the inoculation reports of dogs and cats to the local treasurer for the purpose of issuing licenses.
