Description
  Abstract: Represents City of Richmond Old and Historic Districts as designated by local ordinance. Properties that fall within these districts may be entitled to various development incentives and/or regulations.
  Purpose: To define/describe the extent and boundaries of the Old and Historic Districts for use in GIS. This GIS layer is used to relate properties (hence addresses) to the correlating City Historic District/Site for use in the City's data warehousing and central address systems. The City Zoning division regularly researches to see if addresses/properties are within these districts, as they are subject to zoning ordinances.
  Supplemental Information: Special note about Historic Sites: The Federal and State designations of 'National Historic Sites' (as opposed to 'Districts') make a real distinction between between Sites and Districts, while the City does not actually make a distinction between Historic City Sites and Districts in code, and really treats them the same in ordinance language. We are still providing GIS *.lyr file solutions for displaying both types of historic sites as distinct layers. (This was originally requested to support Central Address/Data Warehousing requirements) There is a table called "ldmk_HistoricSite," which is a comprehensive (and classified) list of all of these National and City sites. A relationship is established between the records in this table and the Points Of Interest and Areas of Interest in the Landmarks dataset. Furthermore, there are two different spatial views created in the vector database that map these 'Site' records with Areas of Interest features. Feature level metadata is provided in the EditBy and EditDate fields. Every feature in the GIS layer tracks who edited it, and when it was last edited. Additional feature level metadata is provided in Ordinance and AdoptionDate fields that indicate the enacting laws and dates when specific historic areas became official.
