| Purpose: To define/describe the extent and boundaries of the Neighborhoods in Bloom Target Area for use in GIS. This GIS layer is used to relate properties (hence addresses) to the correlating NIB Target Area for use in the City's data warehousing and central address systems. | |||
| Supplemental Information: "Neighborhoods in Bloom" is an innovative program that supports the restoration of Richmond's historic neighborhoods. It promotes housing renovation, restoration, construction, and sales in five select neighborhoods. 1) Blackwell, 2) Carver & Newtowne West, 3) Church Hill Central, 4) Bellemeade, and 5) Swansboro.
