Description
Abstract: Represents Police Sectors. Police Sectors are the smallest operational unit of the Richmond Police Department and were implemented for community-based policing initiatives.
Purpose: To define/describe the extent and boundaries of Police Sectors for use in GIS mapping and analysis. Police Sectors are designed to focus on community-based policing. This GIS layer is used to relate properties (hence addresses) to the correlating Police Sectors for use in the City's data warehousing and central address systems.
Supplemental Information: Police Sectors effectively replaced what were previously known as Police Beats. The City of Richmond was divided into 12 Police Sectors within four reconfigured precincts. Each Precinct is led by a commander. Each Sector is led by a lieutenant who is accountable for the overall quality of police services within his or her sector. Sector lieutenants are assisted by a team of sergeants and officers that are assigned to each sector. Members assigned to sectors are responsible for police service, crime prevention, and reducing the perception of crime beginning at the neighborhood level and ultimately implementing a city-wide strategy for fighting crime. Residents, community organizations, and other stakeholders are encouraged and trained to assist with providing information through sector meetings and other venues to help design, implement, and participate in problem-solving strategies. Sector officers work closely with these stakeholders. In addition to vehicle patrol, sector team members will patrol their sector on foot, motorcycles, and bicycles.
