| Purpose: Used by the Richmond GIS Summary process and for any spatial analysis that requires a point feature that can be related to property data. These are not the official parcel name, parcel number, or parcel id. | |||
| Supplemental Information: GPINs were interpreted and positioned from preexisting hardcopy cadastral maps ("keycards"). As one of the first tasks in the establishment of the City's GIS, these maps were scanned and registered to the Virginia Stateplane, South coordinate system in 1999. From 1999 to 2000, orthophotography, along with the keycards, were used as a guide for placement of GPIN points within the parcel boundaries seen in those maps. The associated Parcel Identification Numbers (PINs), which represent units of property ownership in the City's CAMA (Computer-Aided Mass Appraisal) system, are recorded in the cads_PIN table; which relates the GPINs to property records. This was an important first step in the creation of the GIS parcels layer, as PIN relationships could then be assigned to those parcel polygons. GPINs are dynamic and change with parcel editing. They are not be used as the official parcel name, parcel number, or parcel id. Feature level metadata is provided in the EditBy and EditDate fields. Every feature in the GIS layer tracks who edited it, and when it was last edited.
