| Abstract: Represents a generalized area corresponding to the smallest number of property ownership units that can be located on a two-dimensional map without overlapping each other, where ownership units are defined by a real property deed of the Commonwealth of Virginia. The boundaries of these features normally correspond to the property line, but condos and other special ownership arrangements resulting in vertical units are generalized as a single feature. | |||
| Purpose: Used for analysis and cartographic display of parcels and all property data identified by an Assessor-assigned PIN value. | |||
| Supplemental Information: Properties were interpreted and digitized from preexisting hardcopy cadastral maps ("keycards"). As one of the first tasks in the establishment of the City's GIS, these maps were scanned and registered to the Virginia Stateplane, South coordinate system in 1999. After the completion of the GPIN layer, orthophotography along with the keycards were used as a guide for placement of the original property lines in this cadastral mapping effort in 2000. Parcels are NOT deed accurate, but are merely a representation of properties. Since the completion of the parcel mapping effort, on going maintenance activities always attempt to use submitted surveyed subdivision plans, in order to improve the positional accuracy of parcels. Feature level metadata is provided in the EditBy and EditDate fields. Every feature in the GIS layer tracks who edited it, and when it was last edited.
