| Purpose: Board of Zoning Appeals (BZA) points are managed in GIS as an on-going "geographic approach" to tracking information that is location-based; BZA cases. City planners can refer to the BZA GIS information to quickly determine if there are BZA case notes that are associated with a location. | |||
| Supplemental Information: The Board of Zoning Appeals (BZA), created under § 17.16 of the City Charter, provides a means through which a property owner may seek relief from provisions imposed by the zoning ordinance. At the time of the development of the BZA GIS points, there is a log book that references any meeting minutes that are pertaining to address(es). Staff will look up the address in the log, to get reference to one or more meeting minutes, which can be found in one or more volumes of meeting minute books. The minutes from the log book(s) are removed and copies are made for documentation and then re-inserted to the log book(s). These meeting minutes go back to the 1920's, up to current day. There is no unique identification for BZA points, but in a way the uniqueness is really considered the Year + CaseNo + Type…(For examples 2008 001 A = 1st case of 2008 that was Administratively approved: 2008 002 B = the 2nd case of 2008 that went to the Board.)...but even those can be repeatable for BZA issues that relate to more than one address/location. The Board of Zoning Appeals may discuss many cases and some cases may involve multiple addresses. In those cases, DCD will have a point indicator on each of the address locations as an indicator of the existence of BZA notes. The other real time-saver with the GIS BZA points solution is that all BZA meeting minutes have been scanned and archived. These BZA points have a "CasePath" attribute in the GIS, which contains the url to the associated meeting minutes document. Therefore, when planners locate a BZA point for a location of interest, they can quickly and easily retrieve and read or print them.
