Description
  Abstract: Represents the north shoreline of the James River.
  Purpose: This feature class is to be used for defining the boundary of an area that intends to use the north river bank of the James River as a polygon edge in the construction of other thematic areas in the City's GIS, which adhere to defined data quality standards. The purpose of these standards is to ensure that thematic areas (layers) in the City of Richmond's GIS are defined by consistently applied criteria that result in topologically coincident geospatial information. Feature boundaries should not unnecessarily crisscross, overlap, or create unintended gaps/slivers. It is also important for visual display and overlay of separate feature class layers to share commonly used/prioritized base features for their boundary lines; keeping boundary line definitions between layers clean and topologically integrated.
  Supplemental Information: The City of Richmond has adopted data quality standards, where in a set of defined geometric features should be used in the construction of polygons in thematic area feature classes (e.g. Zones, Districts, etc...). In this way, when overlaying one or more thematic feature classes, the utilization of a common shared boundary will create clean looking maps. Without the use of base features, all thematic area boundaries would be slightly different and open to the editor's interpretation, resulting in the unsightly gaps and overlaps in GIS mapping products. Furthermore, there are additional feature classes in other datasets that are identified as core features for basing new thematic area geographies, such as Roads, Streams (subtype 2), Railroads (subtype 2), and Parcel Lines.
