| Abstract: Represents Watersheds. The Chesapeake Bay Protection Act was adopted in Richmond in 1991, at which time watershed boundaries were delineated and an official map was drawn by hand on Mylar (See CBPA Ordinance Map; Ordinance No. 91-332). The details and accuracy of this source information was not of high enough quality for inclusion into the City's GIS. | |||
| Purpose: The Watersheds were developed in conjunction with the Stormwater Asset Management project to be used as a reference and to participate in analysis involving the Stormwater geometric network and other drainage layers. Watersheds are a resource to further improve watershed management, water quality initiatives, watershed modeling and resource inventory and assessment. The ability to identify locations within watersheds and to perform spatial analysis on watersheds is also supported. Watersheds are used to determine the upper limit of imperviousness allowed in a Chesapeake Bay Protection Area (CBPA) without the need for a ChesBay "Best Management Practice" (BMP). | |||
| Supplemental Information: The development of Watersheds was conducted in 2003, at the same time that the Department of Public Works' stormwater engineer was focused on inventorying outfalls and performing other requirements related to meeting the VA Pollutant Discharge Elimination System (NPDES), General Permit Number VAR040. There were three departments and units involved in this project: Department of Public Works, Department of Community Development and the GIS Team. The Watershed Delineation Project aimed to create boundaries of watersheds and subwatersheds within the City of Richmond. The new watersheds delineation project had two phases: 1. Natural watersheds: including gathering all necessary data and exchanging information among stakeholders, and creating watersheds based primary on natural surface water flow and topographic landforms. The watersheds feature class was digitized by tracing on top of the raster version of the CBPA Ordinance map. 2. Man-made watersheds: adjustment of natural watersheds based on man-made features. Results were reviewed by participating subject matter experts, and decisions were largely made by the Public Works' stormwater engineer.
