Description
  Abstract: Represents Sidewalks located on the outside edge of the roadway and that run parallel to the route. 1) Begin/End Sidewalk: At the beginning of each road, an initialization point is measured in the center of the road. All sidewalk features for the right and left side of the road are attributed to the initialization coordinates. 2) Attribute Change: At locations where the sidewalk begins, ends, or material changes a point will be measured to denote the change location. If sidewalk change points occur at the same location for the left and right side of road only one set of coordinates will be used to denote the change. 3) Intersections: Sidewalks will be ended at all intersections and large non-network private or commercial entrances. 4) Driveways: Sidewalks will be continuous through driveways. Sidewalks are typed according to material type: concrete, asphalt, paver, brick.
  Purpose: To support the use of a GIS-based Asset Management System (AMS). Sidewalks are used for spatial analyses and geographic visualization, supporting work coordination, asset replacement/planning, asset inventorying, mapping, and over-all management of these assets.
  Supplemental Information: Important note about Sidewalks: Sidewalk assets are linear features derived from event layer mapping with the Carriageway's Linear Referencing System. These Sidewalks are different from the sidewalks that are present in the Basemap dataset. The Basemap dataset sidewalks are used for cartographic mapping and have no analytical purposes/applications to Public Works' asset management program. From 2004 - 2007, Public Works' was engaged in the implementation of an AMS. As part of the AMS implementation, Public Works' consultant captured imagery of the City's right-of-way by driving a GPS/camera equipped van throughout the City of Richmond, from which stereo measurement software was used to locate asset objects visible in the images. This type of terrestrial photogrammetry enabled technicians to interpret assets from the imagery and convert those assets into geographic coordinates. The majority of the asset types were collected in this fashion, and the inventory of both point and linear assets along the designated Carriageways were attributed and delivered to the City in GIS format. Sidewalks were linearly referenced (LRS) from Carriageway features (each of which serve as individual route features (percent along)), and then converted into a feature class. Transportation Assets are tightly coupled to the Carriageways in the Centerlines dataset. This close relationshiop permits queries and anlaysis of Public Works' assets by street name, section and address ranges. Feature level metadata is provided in the EditBy and EditDate fields. Every feature in the GIS layer tracks who edited it, and when it was last edited.
