| Abstract: Represents Traffic and Parking Signs. Traffic signs will be attributed using the Millennium Edition 2001 of the Federal Manual of Uniform Traffic Control Devices (MUTCD codes), while Parking Regulation Signs are classified according to City-specified standards. If an MUTCD code has a "P" as a suffix, it is a plaque sign, which must accompany a related sign that the plaque is explaining. This may be an educational plaque or a plaque explaining further details or regulations of the main sign. These are generally mounted below the primary sign. Parking Regulation Signs are attributed as: No Parking: R-Park1, Loading Zone: R-Park2, Peak Hour/Specific Time Restricted: R-Park3, Handicapped Parking: R-Park4, Permit Parking: R-Park5, Time Limit Restricted: R-Park6, Parking Regulation Sign w/o Code: R-Park, Parking Regulation Sign not readable: R-NRP. Signs are related objects that participate in a relationship class with Sign Mounts. The Sign Mounts are, therefore, used with these sign records for all GIS analyses and mapping initiatives. | |||
| Purpose: To support the use of a GIS-based Asset Management System (AMS). Signs are used for spatial analyses and geographic visualization, supporting work coordination, asset replacement/planning, asset inventorying, mapping, and over-all management of these assets. Signs were provided with a "Condition" attribute (interpreted by the vendor's evaluation from the imagery) to be used for planning work responses. | |||
| Supplemental Information: From 2004 - 2007, Public Works' was engaged in the implementation of an AMS. As part of the AMS implementation, Public Works' consultant captured imagery of the City's right-of-way by driving a GPS/camera equipped van throughout the City of Richmond, from which stereo measurement software was used to locate asset objects visible in the images. This type of terrestrial photogrammetry enabled technicians to interpret assets from the imagery and convert those assets into geographic coordinates. The majority of the asset types were collected in this fashion, and the inventory of both point and linear assets along the designated Carriageways were attributed and delivered to the City in GIS format. Point assets do not use LRS. Signs contain the associated CarriagewayID and IntersectionID (if associated with Intersection) and are provided to assist in potential uses of textual references for locating assets. The SignMountID is used to provide the spatial component. Transportation Assets are tightly coupled to the Carriageways in the Centerlines dataset. This close relationshiop permits queries and anlaysis of Public Works' assets by street name, section and address ranges. Point assets may also carry the IntersetionID of an Intersection feature that it is associate with, thereby enabling asset inventory reporting and analyses by City intersections. Feature level metadata is provided in the EditBy and EditDate fields. Every feature in the GIS layer tracks who edited it, and when it was last edited.
