The Office of Minority Business Development (OMBD) strongly encourage minority and emerging businesses to participate in the Richmond Supply Schedule Program by completing the Emerging Small Business Certification Application.
This program has been implemented to streamline the City's purchasing and acquisition of goods and services to ensure that procurement resources are allocated in a manner that better balances the allocation of staff between small and large purchase acquisition activities. This program has been patterned after the U.S. General Services Administration Federal Supply Schedule Program, which has been proven to be extremely successful in the management of small purchases.
Firms wishing to participate as an emerging small business must meet the following criteria:
- Be certified by the Office of Minority Business Development for a period of seven (7) years or less.

Have annual gross receipts for each of its three (3) fiscal years preceding application for certification of
- $500,000 or less if engaged in the construction business, or
- $250,000 or less if engaged in a non-construction business.
- Have fewer than ten (10) employees.

Must not be a subsidiary of another business and must not belong to a group of businesses owned and controlled
by the same individuals.

Have the principal place of business located within one of the
City of Richmond's Enterprise Zones.
- You must have a current City business license.
- The business must pay personal property, real estate, and business taxes to the City of Richmond.
