Operation HOME REFRESH

About

The City of Richmond is on a quest to be its best. To reach this goal means that our city must be attractive, clean, and safe even at the residential property owner level. Because removing blight and beautifying neighborhoods is essential in becoming a top-tier city, code enforcement is vital in achieving our goal. To this end, however, it has become increasingly clear that many of Richmond's vulnerable residents are not able to meet some of the City's basic property standards due to a lack of resources. Large numbers of elderly residents, persons with disabilities, and individuals facing extreme hardships are in need of critical assistance to eradicate issues ranging from eye-sore violations to structural problems that compromise their safety and quality of life.

Operation HOME REFRESH is N2N’s new initiative that engages qualified volunteers (licensed and insured for specific projects) to provide an array of services to vulnerable residents. Eligible candidates seeking volunteer service are first screened by qualified employees from the City and/or community partners (i.e., non-profit organizations) for N2N’s for consideration. The goal is to help needy residents with the following:

  • Improve neighborhood beautification
     
  • Provide critical home/property actions for those without financial means
     
  • Prevent home deterioration
     
  • Avoid code violations
     
  • Save on monthly home expenses by way of energy-efficient solutions
     
  • Enhance community perception
     
  • Increase personal pride in their neighborhoods

How It Works

N2N has two volunteer groups to whom it funnels the needs of those that qualify for Operation HOME REFRESH services:

1. Individuals (both non-City employees and City employees) who desire
    to provide general volunteer services (non-structural and requiring no
    licenses or certifications).

  • It will be mandatory that all volunteer service provided by City employees be done either before or after their official work hours.
     
  • It will be agreed upon by both residents and volunteers (signed) that the liability of all work done will fall solely upon the resident and volunteer(s); the City of Richmond will be exempt because the work is not being done by the City or any agency/department.

2. Local businesses or individuals who are licensed and insured to do
    the necessary work on a volunteer basis.

  • Participating businesses can choose to do the work, in agreement with the residents in need, on any day and at any time that works for both parties.
     
  • It will be agreed upon by both residents and businesses providing the volunteer work (signed) that the liability of all work done will fall solely upon the resident and volunteer(s); the City of Richmond will be exempt because the work is not being done by the City or any agency/department.
