In an effort to reach out to the Hispanic/Latino population and develop a more positive relationship with this community, the Richmond Police Department created the position of Hispanic Liaison Officer. Officer Julissa Booth is currently assigned to the position, in an effort to enhance the relationship between the Richmond Police Department and the Hispanic/Latino Community, in regards to their public safety concerns.

The goal of the Richmond Police Department is to meet the public safety needs of the Hispanic/Latino community while building trust and increasing communication between these two entities. The Hispanic Liaison acts as a conduit between the Police Department and the Hispanic/Latino community. Responsibilities of the Hispanic Liaison include:

  • Promoting community relationships within the Hispanic/Latino community by attending community meetings, workshops, and safety seminars.
  • Recruiting qualified candidates for employment as a police officer with the Richmond Police Department.
  • Recruiting candidates to attend the Richmond Police Departments Hispanic Police Academy

  • Conducting outreach within the Hispanic/Latino community by providing education on Virginia Laws.
  • Educating the Hispanic/Latino business owners of the best business practices in an effort to avert victimization.
  • Assisting the Hispanic/Latino media outlets with written and verbal crime prevention information.
  • Enhancing the Hispanic/Latino community’s involvement in police programs such as Neighborhood Watch and Business Watch.
  • Providing translation of Spanish for patrol officers and detectives.
  • Assisting patrol officers and detectives when the citizen is a victim of a violent crime.

Volunteers In Police Services (VIPS)

The City of Richmond Police Department offers a volunteer program for civilian volunteer assistance to ease the increasing workloads of sworn officers and civilian employees. Volunteers in Police Services (VIPS) promotes an environment that encourages city and neighboring residents to work in partnership with law enforcement officers.

The Richmond Police Department seeks to recruit volunteers who are mature individuals with good judgment, common sense, and a motivation to provide a service consistent with the department's mission, values and goals. It is the Richmond Police Department's policy and practice to select and assign volunteers based on qualifications, without regard to race, religion, color, national origin, gender, age or disability. Volunteers support and enhance the workforce and do not displace paid employees. Volunteers are recruited from the Richmond Citizen Police Academies and other Departmental contacts and referrals.

RPD Volunteers:

  • Enhance the reputation of the Richmond Police Department.
  • Make positive and constructive contributions to the delivery of service.
  • Become familiar with police operations in order that they may be aware of the range and availability of services and facilitate their access to those services.
  • Assist in the performance of technical and administrative non-enforcement tasks, in order that sworn and civilian employees may devote more time and energy to higher priority professional pursuits.
