The Department of Procurement Services (DPS) has statutory responsibility for administering the Citywide Surplus Property Program for
city-owned property for the city of Richmond. DPS has the program-based responsibility to make surplus material/equipment available to
city agencies for distribution to eligible participants.
This page is intended as a source of guidance and instructions for agencies in
identifying, disposing, documenting and obtaining city-owned property and for agencies in obtaining and understanding use requirements,
documenting, and disposing of surplus property.
Information about surplus property, including the surplus database,
(if applicable), auction, schedules, competitive bid schedules and forms, are listed on our website.
City-owned Surplus Property
City-owned Surplus Property may be classified as follows:
- Items of value for transfer, trade-in, sale
- Items broken, but not beyond repair
- Scrap items which have sale value for material content only
- Items assessed to have little or no commercial value, and are acceptable for delivery to landfill or trash disposal
Computers and Information Technology Assets
Prior to the sale, disposal (recycling) or other transfer of computers or other technology assets that may contain confidential city data or
personally identifying information of citizens of the city of Richmond, the department of Information Technology (DIT) under the authority of DPS
shall ensure all policies for their transfer or other disposition to be consistent with the data and information security policies utilized
currently by DIT. Until further notice, the Citywide Surplus Property Program shall determine if the method of disposal is compliant with
the protocols established by the city code.
