The Richmond Retirement System (RRS) was established by City Council enactment on February 1, 1945. The Virginia General Assembly Legislative Acts of 1998 and 2005 reestablished the system through the city of Richmond Charter (Chapter 5B). The system administers two separate retirement plans for two participating employers:

  • an employer/employee cost-sharing defined benefit plan
  • an employer contributory defined contribution plan

The city of Richmond and Richmond Behavioral Health Authority are both participating employers who provide pension benefits for their full-time permanent employees, with the exception of elected officials and those persons eligible for membership in the Judicial Retirement System. On July 1, 2006, all active defined benefit plan participants were required to make contributions to the system.

The City Council establishes and maintains the system's pension benefit plan provisions. The Board is responsible for the supervision of the administration of the plans and determining the eligibility for the award/receipt of pension benefits.

Normal service retirement and early service retirement benefits are provided for vested members who attain age or service eligibility requirements. Vesting occurs once members acquire five years of creditable service.

Service-connected disability benefits (job-related injuries) are available upon entry into the system for qualifying members. Ordinary disability benefit eligibility (non job-related) occurs only after qualifying members become vested.
