Food Sales A health permit, business license, and other vendor requirements must be met before a citizen can sell food in the City of Richmond. Being issued a business license in the first step. Food Vouchers (for Women, Infants and Children) Through the Supplemental Nutrition Program for Women, Infants and Children (WIC) participants are issued vouchers to buy specific foods that promote the health and growth of children up to age five.
