Budget Manager

The Richmond City Sheriff’s Office is seeking highly qualified candidates for the position of Budget Manager. This position will manage and oversee the Richmond City Sheriff’s Office Budget Department and the Property and Supply Team. Reporting directly to the Chief of Staff, this position plays a critical role in a team based management approach to maintaining financial direction while providing professional management and research assistance on issues related to financial management, productivity and the effective and efficient use of RCSO resources.

The Budget Manager is responsible for developing the RCSO operating budget which includes preparing two-year expenditure forecasts and reviewing pay and benefits. The responsibilities also include the following: developing and monitoring objectives of the Sheriff’s Office as part of the annual budget process; preparing budget presentations and workshops; preparing salary projections; monitoring and amending operating budget while verifying data and funds; assembling and formulating statistical analysis; developing revenue and expenditure forecasting; establishing long-range plans and programs; identifying funding sources; allocating funds for, and implementing long-range capital improvements, major equipment, and new technology systems which support goal and objectives of RCSO and the City of Richmond; speaking and developing presentations before professional groups; participating in panel discussions; performing advance analysis or interpretation of methods of a financial nature and having the ability to formulate recommendations on the basis of such analysis. The Budget Manager will supervise staff to include training, assigning and evaluating work, counseling and disciplining.

Minimum requirements for application include a four year degree in a field that offers an opportunity to gain a well-rounded budget/administrative background. The preferred candidate should possess three (3) years of experience in the daily operation of local and state compensation budget processes.

Information for Applicants

Requirements

Any person employed as a Deputy Sheriff with this agency shall:

  • Be at least 21 years of age
  • Be a citizen of the United States
  • Have a High School Diploma or its recognized equivalent (GED)
  • Not have been convicted of any Felony charge
  • Not have been convicted of sufficient misdemeanors (including traffic offenses) to establish a pattern of disregard for the law
  • Not have been convicted of a domestic violence offense
  • Be fingerprinted and a search will be made of local, state, and national fingerprint files to disclose any criminal record
  • Possess good moral character as determined by the Applicant Screening Panel and background investigation
  • Be found, after examination by a Occupational Health to be free from any physical, emotional, or mental conditions which might adversely affect his / her exercising the powers or duties of a Deputy Sheriff
  • Successfully complete the job-related academy as provided for by this agency

Process

When vacancies occur:

  • Preliminary background check is conducted

  • A polygraph examination is administered
