The Second Responder Unit was started in 1997 in response to the city's efforts to reduce crime and improve customer service.

Social workers are located in the Richmond Police Department's precincts and respond to any call when dispatched by 911 operators or when requested by officers at a scene. Second Responders provide citizens with on-scene support in critical situations and determine what services are needed. They may refer the citizen to a specific Social Services program or assist the citizen with connecting to community resources.

In situations where a child or family member is at risk, social workers will intervene immediately to ensure the child's and/or family's safety. Safety planning will be done as needed, and counseling may be provided immediately in order to resolve the parenting issue until the citizen can contact an agency worker during normal business hours.

Second Responders are available 365 days a year between the hours of 3 p.m. and 8 a.m. They may be contacted at the locations below and are available to respond to any portion of the city of Richmond.
