Hazardous Production Materials

PERMIT TITLE: Hazardous Production Materials (HPM)

CODE SECTION:(Virginia Statewide Fire Prevention Code) 1801.5

FEE: $115.00 (Check payable to the City of Richmond)

SCOPE: Need permit to store, handle or use hazardous production materials.

PERMIT EXPIRATION: ONE (1) year from date issued.

REQUIREMENTS: Permit holder agrees to abide by the Virginia Statewide Fire Prevention Code and any special stipulations noted on permit, as well as the following:

  1. Submit fire safety and evacuation plans, list of hazardous materials by quantities, site plan (noting locations of hazardous materials, and safety devices, including controls), how to contact key staff if emergency, and have copy available on site.
  2. Trained personnel shall continuously staff an Emergency Control Station, at an approved location outside the fabrication area.
  3. Record at least quarterly drills of on-site emergency response team(s).
  4. All containers of hazardous materials (including carts and trucks) shall be properly stored and marked, plus hazard identification sign at entry to area (NFPA 704). Material Safety Data Sheets (or reliable, quick electronic data) for all hazardous materials there shall be available on site.

Personnel responsible for the operation of areas where hazardous materials are used or stored shall be familiar with the chemical nature and the appropriate mitigating actions necessary in the event of a leak, spill or fire.

Building’s safety features required by building code shall be maintained. Inspection and discussion of complexities of hazards and code applications will address more details.
