PERMIT TITLE: Open Flame Device - Religious Ceremony Use in Assembly
CODE SECTION: (Virginia Statewide Fire Prevention Code) 308.3.5
FEE: $40.00 (Check payable to the City of Richmond)
SCOPE: A person shall not utilize or allow to be utilized, an open flame in connection with a public meeting or gathering for purposes of deliberation, worship, entertainment, amusement, instruction, education, recreation, awaiting transportation or similar purpose in assembly or educational occupancies without first obtaining a permit.
PERMIT EXPIRATION: Annual at own site, Operational elsewhere
REQUIREMENTS: Permit holder agrees to abide by the Virginia Statewide Fire Prevention Code and any special stipulations noted on permit, as well as the following:
- Open flame decorative devices shall comply with the following:
- An approved non-flammable container to hold product to be ignited.
- Open flames shall not be located on or near decorative material or similar combustible materials.
- Open flame devices shall not be used in a Group A occupancy; except for the following:
- Ceremonial or Religious purposes
- On stage or platform theatrical performances
- Candles on tables are securely supported on noncombustible bases and the flame is protected.
- No decorative material shall be placed over open flame.
- All decorative materials shall be flame retardant.
- An approved method of extinguishment readily available during ceremony.
- A dedicated firewatch shall be held during ceremony.
- When not in own facility, application shall be co-signed by hosting site agent.
Any violations of these guidelines and/or the Virginia Statewide Fire Prevention
Code shall result in permit revocation.
