Please pay particular attention to those areas where parking is prohibited during peak traffic times Monday through Friday. The peak traffic times are 7 a.m. to 9 a.m. and 4 p.m. to 6 p.m

Parking Immobilization Program

The Parking Enforcement Immobilization (Booting) Program enables enforcement officers to verify outstanding parking citations by using an electronic scanner on a vehicle's license plate. An electronic "boot" is then applied to a wheel of any vehicle with three or more unpaid parking tickets.

Effective January 9, 2007, a vehicle immobilization fee of $60 will be assessed when a "boot" is placed on the vehicle as noted above. This fee is a cost incurred by the city incidental to the placement of the "boot" on the vehicle, as a result of three or more outstanding citations. The fee is authorized by Ordinance No. 2006-328-2007-10 adopted by Richmond City Council on January 8, 2007.

Are there areas within the city of Richmond where parking is restricted?

Yes. There are 2 residential restricted parking areas in the City of Richmond: Fan District (2 restricted parking zones) and Carver District (1 restricted parking zone).

In these residential areas, parking is restricted to 1 hour during specific times of the day to provide residents of these areas access to parking near their home.

In addition to these restricted parking districts, there are also locations with appropriate signage that restrict parking in loading zones, bus stops and other such areas where parking is limited or restricted due to Virginia and/or city traffic laws.

If I live in Zone 1, can I park in Zone 2, or the reverse?

Yes. However, parking in a zone for which you do not have a valid permit limits you to the one-hour time restriction that is applicable to vehicle owners without a permit for either zone. To park in excess of the one-hour time limit you must have a valid permit for the zone in which your vehicle is parked.

What is the time permitted to park at a parking meter in the City of Richmond?

The time permitted at each meter is noted on the meter. The times to park at specific meters may vary from 15 minutes to 2 hours. Also, there are times of the day, i.e. peak traffic times of 7:00 a.m. - 9:00 a.m. and 4:00 p.m. - 6:00 p.m., where parking is not permitted even though a parking meter may be present at that location.

Are the owner’s of vehicles with handicapped placards or handicapped plates issued by the Virginia Department of Motor Vehicles permitted to park longer than the stated hours on the meter?

Yes. A vehicle with such placards or plates displayed on the vehicle are permitted to park up to 4 hours in a metered parking space.

Who is responsible for Parking Enforcement in the city of Richmond?

Three organizations have authority for on-street parking enforcement in the city of Richmond.

Parking is enforced pursuant to the Code of Virginia, Title 46.2, Chapter 12, Abandoned, Immobilized, Unattended and Trespassing Vehicles; Parking and Richmond City Code, Chapter 102, Article VI., Stopping, Standing and Parking.

  2. Get the Code. After paying the fines, you will receive a code to input using the four buttons on the boot.
  3. Remove the boot and return it within 24 business hours to Lanier Parking at 1923 E. Franklin Street, Monday through Friday from 8 a.m. to 5 p.m.

    There will be a $50 per day fee assessed to your credit card for every day the boot is late.

When does my Carver Parking Permit expire?

The Carver Parking Permit expires on December 31.

What are Fan Parking Permits?

Fan Parking Permits are permits for persons residing in the area of the city most commonly referred to as the "Fan District". The permit enables residents and certain college students to park within this designated area without being ticketed or towed.

Fees for Fan Parking Permits: $25.00, valid for one year - July 1st through June 30th

What are the two Fan Restricted Parking Zone boundaries?

There are two zones which will be divided at Lombardy Street.

Zone 1 includes all addresses which are currently in the restricted parking district from Lombardy Street east and includes Lombardy Street addresses.

Zone 2 includes all addresses west of Lombardy Street that are currently in the restricted parking district but does not include Lombardy Street.

When does my permit expire?

The permits expire on June 30.

How will we be able to distinguish the zones?

The different zones will have a distinct sign. The signs will be 10 by 4.5 inches and will be posted on posts below the restricted parking signs. Zone 1 will be blue with white print and border, and Zone 2 will be red with white print and border.

How much does the Fan decal and visitor passes cost?

  • Resident decal - $25.00
  • Visitor pass - $35.00

You may only purchase two. In addition, visitor passes can only be purchased by a Fan district homeowner.
